December Meeting: Holiday Dinner and Auction.
The December chapter meeting will be held on Tuesday, December 20, 2005 at at Pal's Cabin in West Orange, NJ. The Board Meeting is scheduled for 6:00 p.m. Dinner is at 6:30 p.m. Chapter Candidate Jane M. St. Lifer of St. Lifer Art, Inc. in Manhattan will host the Holiday Auction. Bring a friend, a colleague, or family, and bring a gift (gourmet basket, wine, perfume, golf or tennis item, bric-a-brac, collectibles, etc.) or your corporate gift for the Auction. Dinner is $25. November Meeting: Real Property.
The November chapter meeting will be held on Thursday, November 17, 2005 at Pal's Cabin in West Orange, NJ.The Board Meeting is scheduled for 6:00 p.m. Dinner is at 6:30 p.m. The guest speaker is Joseph P. Novelli, ASA, owner the Midtown Contracting Corp., who will talk about Appraising Historical and Specialized Buildings. Mr. Novelli, who is certified as a General Real Estate Appraiser in both NY and NJ, is an ASA certified Machinery & Technical Specialties appraiser, specializing in cost surveys, who frequently serves as an expert witness. With a Fortune 500 roster of clients, he is kept busy performing cost segregation studies of major special purpose facilities. Mr. Novelli will talk about the cost approach and the quantification of physical depreciation in appraising historical and specialized buildings. Dinner is $25. Bring one staff member for half price! Ms. Kruegel is the Senior Managing Director of Interim Management Solutions, LLC in Oradell, NJ. ASA International Conference
The 2005 International Appraisal Conference will be held in Austin, Texas on August 7-10, 2005. April Regional Meeting -- Cradle of Aviation Museum.
Hosted by Long Island Chapter 72, the fourth Annual Region 15 Meeting -- the first with a family activities theme -- will take place on Saturday, April 16, 2005 from 11:00 a.m. to 3:00 p.m. at the Cradle of Aviation Museum on Charles Lindbergh Blvd, Garden City, NY 11530 (Telephone: 516-572-4111). This will be a great outing for colleagues and families alike.

A Fairleigh Dickinson honors graduate in accounting, Paul Roberts is a Senior Vice President at IAC: International Appraisal Company, where he specializes in tax-related real estate appraisal issues. A popular seminar presenter, he has appeared on CNN and published nationally. Paul's seminar will cover the history and definition of property taxes, with an emphasis on office buildings and industrial plants, including a look at environmental, equalization, classification and highest and best use issues. The seminar has been approved by ASA for two (2) hours of continuing education credit (CEC); approval is pending with the New Jersey State Real Estate Appraiser Board and, for assessors, with the State of New Jersey Division of Taxation. October Meeting: Business Valuation/Real Estate.

Although Dr. Russo still devotes part of his time to biotech research -- his Ph.D. from the University of Virginia is in chemistry -- he is a self-employed broker working with CPAs, attorneys, and realtors to help their clients sell real estate and other businesses using seller-financed (carry-back) promissory notes. His presentation, Buying and Selling Business Notes, will cover both the underwriting requirements for sellers and due diligence needed by buyers of notes. He will explore the types of purchases (full, partial, and split partial) as well as pricing and yields. The program should be interesting to Real Estate Appraisers, Business Valuation practitioners, and self-employed businessmen.
ASA/ASFMRA Easement Seminar
The American Society of Appraisers (ASA) and the American Society of Farm Managers and Rural Appraisers (ASFMRA)are co-sponsoring a one-day symposium, The Easement Puzzle: Putting It All Together to be held on Friday, October 22, 2004 at The Academy for Educational Development (AED) Conference Center, 1825 Connecticut Avenue, NW, 8th Floor, Washington, DC 20009. The symposium brings together some of the leading figures in tax law, conservation and historic preservation to answer questions and dispel the myths about easement conservation rules. Among the speakers will be Joseph P. Novelli, ASA, seen at left, a member of Northern New Jersey Chapter 73, and New York City Chapter 30 member Ronald M. Gold, ASA, who will also be one of the moderators. Among the topics on tap:
- How to define conservation, historic, agricultural and facade easements.

Mark Pomykacz, the President of Federal Appraisal & Consulting, LLC will discuss Appraising Complex Properties for Property Taxes (A Power Plant Case) in a seminar that carries two hours of Continuing Education credit. Mr. Pomykacz, who specializes in complex, non-traditional real estate and business appraisal, is a Qualified Instructor at the Appraisal Institute and serves on its local, regional and national boards. He also teaches at New York University, and is the author of papers on Reducing Property Taxes in a Rising Market and Property Taxes, A Silver Lining, among others.

Mr. Wolf, who is the President of Just Appraisers jewelry and gemstone appraisal laboratory, will describe his experience appraising the jewelry in the safe deposit boxes under the World Trade Center after the September 11, 2001 terrorist attack. His talk, titled The Appraisal from Hell: WTC 9-11 Jewelry Appraisal Assignment and Pre-Litigation Support Documents, will include images of the jewelry and a discussion of claims involving "hypothetical loss" consulting.
